Democratic reform is not a menu where you pick items in any order. Reforms have dependencies: some must be well underway before others can reach their deeper stages. All can begin — but not all can succeed without the foundations that sustain them. The Sequencing Principle is a structural principle within the Pildem Framework — the recognition that the order matters, not because ambition must wait, but because lasting change requires stable ground beneath it.

The most fundamental dependency is political stability. Deep reforms — fiscal transformation, enterprise governance, strengthening the welfare state, building toward Universal Basic Income — are multi-generational undertakings. They cannot survive in a political system that reverses course with every election cycle. Reform of the voting method — ultimately through Informed Score Voting — is the precondition that gives all other reforms the political continuity they need to take root and endure.
